Yes, the JH folder goes inside the questpacks folder. I thought the readme was inside JH, but that's a lesser concern.
There's a readme inside the questpacks folder by default, that may be the one he's referring to.

as you can see on the roadmap here ... y/roadmap/ climbing hasn't been implemented yet, daggerfall unity is currently working towards 0.4 stable after which comes the 0.5 release cycle of which climbing will be a part of.

hmmm perhaps you could set the limit to 1 in game year and if someone tries to rent a room for longer than have have the inn keeper spout some line about a local law or a inn policy or something as a reason why you can rent a room for more than a year at a time
