Thanks Jay for that save. Allofich suspected UESP is incorrect due to counting other propagated rep changes etc by mistake and your saves support that theory since the quest only gave a 5 increase in rep rather than the +7 UESP claims.

Upgraded to 2018.1.2f1 (win 64bit) successfully and everything seems to work okay. I do get this popup twice every time I open the solution in VS2017 which doesn't appear to be causing any issues but it is annoying.

I give up trying to find the thread, but it was pointed out to me a while ago that the enhanced item lists I implemented have an annoying issue when scrolled to the end of a list with an odd number of items. The columns would swap round until scrolled back up again, keeping the last item in the last...

First clue is the version you have is not the same as Interkarma has specified. May not be making any difference, but 2018.1.2f1 is the correct version selected for the new DFU baseline.
