So, the above mod brought up an interesting idea - Why does a spell in default daggerfall scale by level alone? This ends up feeling kinda static when combined with monsters levelling as they do, and doesn't accurately represent the divided focus that specializing in one casting skill over another, or blades over a casting skill would logically have (or the resulting inability to reliably perform more potent versions of magical effects).
While switching to the method that the "Unlevelled Spells" mod has would allow breaking the vanilla sense of balance, it certainly does represent skill having an impact better.
What if someone were to code a mod that used skill and stat levels combined to create a "spell level cap" that determines when the spell stops benefiting from a high character level (Presumably using a formula that factors intelligence, willpower, and averaged skill level across all effects, including ones using the same skill, which would cap the spell's level at the lower of that value and actual character level, and which would give an average stat/skill rating for a pure mage that focuses on that spellcasting skill their full level bonus)?
Don't know how this might be put to script, but depending on how accurately in different stages of casting a spell the mod can hook its script in during spell-casting, and if a player's level can be recieved, stored as a variable, and replaced with an arbitrary whole number (Then returned to the stored variable) it might be easy, hard, or impossible to script this mod. It would also probably be less than ideal to have this affect magic items with an on-cast effect, so some method of detecting the source of a magic effect coming from a character would need to be in effect.
This approach would have the benefit of automatic compatibility with existing spells, and presumably not even effect character levelling given that increasing a skill requires resting.
