Might and magic sounds + questions

Hello
I want to create Might and magic mod for Daggerfall
1.exist tool like TES Consctruction set for DAggerfall?
2.How to use external resources? mp3, sounds, etc. ?

in TES CS for Morrowind and Oblivion
i change sounds of monsters Lichs, Wraiths, etc to sounds of MM7
Change Spell sounds (fireball, hour of power, heroism) to MM7

3.Can i change one element of logic game? (item tables editing)
in MM7 Boots and helmet no restriction for any class except lizard or dragon (they simple cannot wear boots or helmet or etc)
Example Mage can wear Iron helmet but cannot wear any pauldron, cuirass etc except leather armor.

P.s. my mod in morrowind known as "Magic island 1.03" (it exists only on my site)
in morrowind i add new location with new guild and quests.

Im really annoy every 30 minutes goto Repair master .. 10 items im enchant and it brokes,,.brokes..brokes.
and repair leather cuirass , leather pauldrons, leather etc etc etc.
Item must broke in battle with strong enemies like Giants or Titans.

In might and magic 7 exist potion of hardened item who increase maximum durablity item 10 x times..
It possible?
