A small thing, and the subject tells it all.
If you choose to rest/loiter for 0 hours, after "waking up"/finishing_loitering you will notice that actually 1 hour has passed in game.

I can confirm. Also, I can confirm that in classic no time is passed with a 0-hour rest or loiter.
