I don't know how far back this one goes. I do remember seeing it at least since 82. This is in Aldingwall, Daggerfall:

No mods are on, and graphical add-ons are disabled.

Not only is it transparent, but intangible. I can walk right through.

EDIT: It's the same in classic! That's what I get for not verifying.
