Certain special loot billboards that act as container in classic do not work that way in Daggerfall Unity, as they are not generated from the standard editor flat.

This is more of a limitation than a bug. Loot containers will need to be added to these special treasure flats for them to work like classic. Adding this as a reminder for later.
