[0.11.0] All On/Off buttons in mod management don't update mod name "ghosting"

0. DFU with mods installed
1. Launch game
2. Open mods tab from main menu
3. Enable/Disable a mix of mods so some are ghosted and some are not
4. Click All On / All Off

Observed: The state of the mods are toggled according to the button pressed, but the name of the mod does not become ghosted / normal when the all on/off buttons are pressed. This can have the UI showing enabled mods as ghosted in the mod list, and vice versa.

Expected: All Off should ghost out all mods in the list as well as disable them. And the reverse for All On.

Impact: This doesn't seem to affect the status of a mod being enabled / disabled, but it could lead to confusion

Workaround: Manually toggling a mod on and off via the Enable check box in the full mod details will reset the mod's name in the list to the correct state of ghosted or unghosted.

100% repeatable on my system
