Provided you have the following settings off, shadows are disabled for dungeon, interior, and exterior light sources.

But Your player torch isn't a dungeon, interior, or exterior light source. It's your own personal light source. By default, this light source does not have shadows enabled. Enabling item based player torch forces on soft shadows, which was likely an aesthetic choice when Hazelnut implemented. There's no setting at this time to disable shadows on item based light source, but this could be easily added. :)

As for mods, they are likely replacing the light prefabs entirely and possibly don't follow the shadow settings. Best to address this with mod authors.
