[0.11.0] a0c00y17/The Escort Quest not appearing

So I posted a little while ago in the General chat that I've experienced problems with the legal reputation in Daggerfall - unaffected by knightly quests (as people suggest), and the quest "the Escort" is never encountered. Given the random nature of Daggerfall, I decided to give it some more days of testing and exposure than I already had, but since I have not been exposed to the quest in any way, shape, or form, I thought I might register it as a possibly bugged component of 0.11.0.

It appears in the game files, and can be trigged through the console, but will never be encountered, at least according to my experience.

A0C00Y17 is active in quest lists and has an equal chance of appearing relative to other quests in same pool. Note this quest will only be offered by male commoner NPCs. It will not be offered by female NPCs or by faction NPCs. Taverns are the best place to find this one.

I just used quick-reload to keep clicking on male NPCs primed to offer quests in a tavern, and was offered the quest after several attempts.

I also stepped through code during offer process to confirm A0C00Y17 was correctly entering the quest pool. There's around a 1 in 17 chance for it to be offered when conditions are right, which means it will appear roughly 5-6% of the time when speaking with male commoner NPCs.

Hey Karma, I decided to follow your example in the same manner, and lo and behold it worked! (and I look the fool!)

In my 'research' on the quest, I saw the prerequisites as "Any Merchant or Innkeeper", which naturally let me to only seek out the store merchants and the innkeepers with repeat reloads - and then it turns out it was the commoners all along, many thanks!
