Is the travel map supposed to be complete from the beginning?

The original Daggerfall manual says:
The really unusual places, witches covens, forgotten graveyards, wizard's laboratories, harpy nests, and other forlorn locales are not found in the standard maps of the bay. They can be found by exploration and luck, by finding secret and arcane maps, or by receiving directions from other people.
What do they mean? My travel map is littered with dots, hundreds of them in the Daggerfall region only, and has been this way since day one. While reading the forums and the UESP I somehow got the notion that the map gets revealed as the game progresses. However, several quests into the game, all the locations I had to visit had already been marked there. Am I getting something wrong? Is it supposed to be that way?

At the beginning, all of the towns, homes, temples, and crypts will be revealed but the dungeons don't show up until quests point you there or you get a map. Crypts are tiny, dungeons are massive and contain lots of loot.
