Random Encounters
Now that it's possible to sleep and have an enemy randomly spawn near the player, could it be possible at the current moment to have this on a constant effect while exploring the wilderness?

Random encounters can also happen while player is just walking through wilderness. From what I recall it happens with the same chance and rate of time as rested spawns. Just time is highly compressed while resting so spawns appear more common/frequent.

Could there be a mod that increases the chances of an enemy spawn while walking and not affect resting?

Yep, a mod could roll their own behaviour for this, they wouldn't even need hooks to modify classic behaviour.
It might even be possible to do with with a quest script. But would first need a conditional for when player is in wilderness.

Unzip this into your quest folder.
Type starquest random in the console = Random encounters heaven...
