Horse Foe in Quest-Foe txt

I noticed "39, Horse" is in the Quest-Foe list txt. So is there code in the game for them or do we only have them in the list, and some leftover sprites? Any plans to re-implement them into the game if that's possible? I'd imagine that would be late in DFU's development if it's in the plan.
