I have two active main quests, the basic starting quest where "I barely made it into the cave" and "I should start by speaking with the royal families."

I have 'Orcish Treaty' quest in the quest debugger, no idea how to determine the status or completed steps.

I don't have the stronghold of orsinium anywehre on my map.

Any idea wht's going on? What can I do to figure out where I am in main quest?

Ah I wasn't talking to the right person. Picking this up after a year idle, I got confused. I think I"m on my way now.

I don't see any problem. I went to Mynisera and clicked on her, and got the quest offer as normal:
