What systems/mechanics are leveled/influenced by the player's level?

What systems/mechanics are leveled/influenced by the player's level?

I'm developing a mod for Skyrim that aims to simulate Daggerfall and I want to modify the leveling system to be close to/match Daggerfall's. But I can't find reliable information on what all in the game is leveled or affected by the player's level. I know mobs, dungeons, and quests are leveled, are merchants inventories leveled?

so for daggerfall everything is leveled - certain enemies only show up at a certain level. some dungeons and situations are not leveled too - but most of it. luck is a factor in everything, and spells are all leveled. loot especially is leveled.

what isn't leveled is, oddly enough, combat. your skills don't really matter, the only thing that matters is the weapon you have. This is one of the reasons why daggerfall is terrible outside of the fighter character because all characters are support characters after a warrior or subtype.
