Small bug Fighters guild rats quest in super small 1 room house - they are not spawning at exected rate or outsid.

Im got fighters guild rats quest in Wayrest store smallest one - west south corner, champions gear- during a day, its like 4x4 meters room with vendor, so i had problem to avoid to hit him too.

Its seems that monster spawn offset is too high to reflect such small place, so i waited a got one rat in 3/5 minutes.. and after going multiple times in and out i found some rats outside (but they were not there in first like 5 tries) they still counted for kill, but its not supposed behavior i guess.

I done this quest lots of times, im sort of specialist and elsewhere is typical 7 monsters in 3 minutes (60% spawn chance regarding of uesp).. no here.

Icing on the cake is hit door from inside and get arrested for breaking.. its silly.

Just gunna chime in that I've noticed this too, I happen to know Daggerfall Unity specifically does not spawn npcs in the players field of view, and the limited space in certain town interiors makes this even more difficult for critters or hostiles to spawn when being spawned by the usual over time triggers some quests make use of, as opposed to say quests that only send you to deal with a specific quest target which gets spawned before you enter. I had a critter extermination on Dosbox and the rats spawned happily infront of me so i didn't have to briefly look at the wall so they had room to spawn.
