We can only speculate as that didn't seem to be developed very well. If you join the School of Julianos, you can't join the Mage's Guild or the Temple of Kynareth. This locks you out entirely from spellmaking which I think is just not reasonable. I agree. Story and backgrounds need far more fleshing out. Also, for cities and places without very specific backstories, could a procedural/random system be setup? Depending on the city size, there will automatically be a number of ruler npcs assigned, and those npcs would have random backstories ...
