what about just connecting the dots? seriously, with all these rules, political reasons, moon phases and stellar constelations being the deciding factors, it leads nowhere. Use the algo the guy provided few pages back, it connects the dots nicely. Unfortunately just connect the dots while it sounds...

I think I may be able to reproduce this or something similar. I recently had a save game where I just completed a mages guild quest (cure insomnia). I return to the guild (starting from my save game), collect the reward, then ask for another quest. I always get a guard the mages guild for the next 3...

All good points, but missing the major impetus for why *empires* specifically built road networks: Troop deployment.
