In the case of Tamriel, and the extensive spell creation within the era of Daggerfall, I don't see why not as far as magic being used to create tunnels. Surely some mages could be able to create a spell to carve out earth. Certainly not out of the realm of possibility, but I don't know how detailed...

If you could find a way to bring in The Fey or Skakmat, or any of the NPCs from Lainlyn and Anticlere, into the mix somehow then I'd be most appreciative.

Though you'd need to get someone to make a sprite for Skakmat, as he only has a dialogue portrait in the final game.

Arena's still great fun (old and clunky, but fun), and its wilderness is definitely way more immersive.
