I plan to upscale the city comonners using AI to 4x scale. Its 528 files, so much less than the MOBs. Could you please generate the alpha masks? Honestly, this will be better to leave for a AI upscaling. It produces a great results and will save hours upon hours of work. Than those AI results can be adjusted by the artist. What program are you using to do the Kuwahara-Nagao filter? I don't recall seeing it in Gimp 2.10. I use mtPaint for both the KN blur and converting images to indexed palettes. Just don't forget to select no dithering and to set the colour space to RGB in the options of the convert to indexed menu....

In the meantime I expanded upon the xBR/xBRZ multipass method I described earlier. As the up- and downscaling iterations resulted in blurring, I tried to counter that with sharpening the source image prior to scaling it with xBR(Z). This produced pretty decent results.
