More ethnicities in the game

Could it be possible to make people of Hammerfell Redguards? With cool Daggerfall Redguard culture names? If I remember correctly in vanilla game most everyone was kind of generic Breton with unremarkable generated name. Also, a question for those who know, are there for example NPCs of, let's say Khajiit or Argonian background in the game?
