Unlock the guilds for members at night

Talk about the mods you'd like to see in Daggerfall Unity. Give mod creators some ideas!

Any time a quest giver gives you a quest that isn't finished.

I just tested it in classic. There's a simple way to show it:

1. Enter a Fighters Guild, without the 24/7 rank benefit.
2. Rest until midnight.
3. Either accept a quest or don't.
4. Save the game in front of the questgiver.

If you load the game with a quest active, the QG will be there but no one else.

If you load the game without a quest active, no one will be there.

This is not a bug. It is however a slight change in behaviour from classic. You simply need to wait for the guild to open to hand in the quest.

Does this cause any actual issues with any quests? If not I prefer to leave it how it is.

Just FYI, you can rest until opening time and the NPCs will appear now without having to exit/enter building. Just submitted a PR for it.
