Yes Enhanced sky replaces those 2d images with some 3d simulation of sun/clouds/weather/moons
It does not work with the Retro mode due to some technical aspects, no idea about the technicalities tho, sorry

There won't be a way to make any of the backgrounds "move properly" ever, low or high res, because it's fundamentally a poster that moves in front of the camera, and looking up or down won't move the vanishing point. It's as if whatever is "drawn" in the distance snakes up and down, undulating with the camera.
This is one of the reasons people's with motion sickness always had problems with video games back in the day, but you don't hear so much about it anymore. I don't technically have it, but some things can give me a decent amount of vertigo.
There isn't really anything to do be done with the vanilla sky or higher res versions of it to overcome any of this. The only thing that would work is a skybox, and those images simply have no overhead sky.
