Mod idea: Cool down for potion use and cast on use enchants.

Talk about the mods you'd like to see in Daggerfall Unity. Give mod creators some ideas!

I have a mod for morrowind that adds a cooldown to potions, I think some might appreciate a cooldown mod to help balance the fact that potions and enchants don't cost magicka.
