Well the main reason why the Khajiit look so human, is that their a variant of khajiit. Who were born on a specific Moon Cycle, this in turn is why they are born with similar human looks. That is also why their could be 4 Legged Khajiit, House Cat Khajiit, Full Human Khajiit, and Strong Panther Like Khajiit. The Khajiit race has a very complex connection to the two Moons.

That's some cool lore to know about. Could add variants, so the player could pick a more human or less human looking one?

Hmmm... there are mods that change what racial stats are, I suggest skipping using race to alter the paperdoll and instead just trying to modify it directly. if you HAVE to have difference between variant forms of Khajiit (IE, making Senche Raht stronger and tougher because of their bigger size), then you could just add a further modification to stats via scripting.
Khajiit supposedly have similar or the same racial stats within the ones best suited for adventuring - The Ohmes Raht from Daggerfall (Arena and Daggerfall's varients could be considered subsets of this), Cathay Raht from Morrowind/Oblivion/Skyrim/ESO (The differences in physical appearence in Morrowind/oblivion/skyrim could be considered subsets), and the Senche Raht (Basically larger versions of Cathay-Raht) would just mean making the paperdoll sprites bigger using some kind of scaling.
As for determining what race the player wants... a toast with buttons would work. If limited to two buttons you could make it a series of yes/no questions after character creation:
"Was your character born under X/Y moon arrangement (Name of Khajiit subspecies, followed by where/when they were seen in the setting or series, followed by script based stat adjustments if those are part of this)?"
