[Mod idea]: Great masters of Daggerfall

Here a small idea which I think could be rather easy to implement.

Basically the idea is to have some chance to meet in your travels specialists who can offer you specific trainings. Whenever you enter a city there is a (very low) chance that a great master of something is passing by in the same city. You can learn this by asking about "Any news", and you may get an answer like "I heard that <name of person>, a great master of <name of the skill, e.g. long blade, mysticism etc> is here in town. He/she is staying at <name of tavern/shop/residence>"

Then you can decide to go meet them and they could offer a training in that specific discipline.

1. The cost of the training could be very variable, from very low to very high
2. The "boost" they can provide to the skill is always greater to what you can get from a standard guild
