[Feature Request] Frame rate limit setting

I usually play games on a laptop, and a problem I often run across is overheating and fan noise. Unity games in particular always seem to cause problems.
The way I normally handle this issue is to cap the game's framerate using the nVidia control panel, but other players might not be aware of how to do this, ergo this feature request. Capping frame rate also conserves energy/battery life.
