Very nice! Im not at my pc for next 3 weeks but Im doing npc upscale/refinement as well and:

There is a npc archive with very low resolution npcs which are used alot in daggerfall. Those would appretiate some refinement love! But i dont remember the archive name :/ its deffo not the "nobles".. maybe someone can help..

Dancers or Prostitutes maybe? If it's faction-based it's probably one of those two.

Nah, different name... good thing is, there are just a few archives with npc so finding these is a matter of minutes. My guess from 10 000km from home is that its in one of those:

TEXTURE.182 (medium Common people)
TEXTURE.184 (Flat People II)

Very nice! Are you using neural network black magic too?

Yeah. Someone mentioned Waifu, so I'm using auto waifu to upscale, then editing from there. I spent several hours just rearranging overlays for texture on this one. lol

I also wanted to point out that he is, indeed, from 182.
And the women in your image are in 184.

So the low res stuff is 184...that archive needs remaster real bad.. just a idea tho.

#1 is supposed to be a Redguard (I think), so you might wanna make his skin darker. His portrait for reference:
