Build #139/Windows 10: Possible bug: How precise is the aiming radius for touch spells? [CLOSED]

My new mage character required 18 uses of the spell Shock to kill the giant rat in the first chamber, at 6 uses per reloading from save. There was never any message about the target resisting the spell. At 5-24 points of damage (per-level effects in spells include 1st level), I was doing an average of 87 damage total from each try. A possible explanation is the aiming radius might be too small and I'm simply missing the rat.

Either that, or I'm bug reporting that giant rats have too much health. :| :)
