Seems like a simple bug. I just got promoted from Wizard to Master Wizard and the promotion speech should have told me I now had access to the teleportation service. Instead of that, I got told again that I had access to daedra summoning, which I already had as a Wizard. It works fine; I do now have access to the teleportation, it's just the text that is wrong.
