Would it be possible to allow this in the future? Spawning a quest defined person near the player? Maybe quest items? In the early DF screenshots generic NPC's looked to have at one point be seen in cities and the wilderness. I'd thinking seeing them outside of buildings/dungeons with quests would help with immersion. Would also be nice to spawn quest items near the player too. Couldn't you use the player hooks to do something similar? I understand you want to keep it vanilla as possible but its just a suggestion.
