bug? Accused of stealing a ruby. Now last stage of quest..

I run around daggerfall with a price on my head. Finally find a piece of paper that absolves me of the crime. Go meet the guy in a temple of kynareth who can help me. He tells me to give the ruby back to the shopkeeper to clear my name. I don't have the ruby in my possession and the shop keeper won't say anything to me. Am I missing a stage of the quest? Should I still be looking for the guy who stole it?

No problem. I was going to ask a few questions to see where to go, but that quest is suuuper convoluted

Anytime I see that quest offered, I just nope right out of it.
