The picture shown below explains it. Kinda weird how they could levitate for a long time with their head stuck on top of the roof. =)

Weird and awkward, but that's what Daggerfall gives us to work with. Perhaps at some point someone could go to work moving quest locations to more logical places, but for now this is something we'll have to live with.
