I did some further improvements as well as did the "skull on a stick" version. But I'm not sure what the green stuff hanging from him is suppose to be? Slime? Moss and overgrowth? Maybe I should just ignore it(?), cause it looks a bit off.

Excelent Uncanny_Valley!

This is the kind of 3D models I would like to see in Daggerfall, well thought not high res models close to the vanilla look.
My Deviantart page, I have some Daggerfall stuff in there.

Nice! I think the skull could use a few teeth, it looks a bit off with the empty mouth.

Nice model! I think the hanging stuff is just a slimy moss and its very important to have it there so the model is grimy and not too clean, keep it there :)

The skull looks to be missing the more prominent brow ridge in the original. Looks a little off, but that could be lighting of that particular scenes fault. I'm pretty hanging nasty Green stuff too

EDIT:

NOTE 1: Add the 3rd picture - the yellow-ish halo is not centered as well as the flame (which is a bit too big IMO) - would be worth double-checking it.. just a minor detail tho.

The flame is very high quality tho! Love this! Thank you!

Note 2:
replaced outer city walls look great indeed, but it uses same textures for all climates, so for example in Sentinel you have the same texture as in daggerfall.

I can send you textures for all climates if you want, some of them were donated by VMblast himself, so it will fit ;)
