Interesting, I watched recently some streamer that had incorrect terrain textures, I was suspecting a broken classic Daggerfall install, and just now I stumble on this thread that probably explains this very problem...

Yeah, it seems to be another precision issue in how the integrated GPU is handling red channel of input tilemap texture where index is stored. I also discovered that linear colour space and premultiplied alpha cause a similar problem.
As of 0.8, I switched channels to use alpha itself for storing tilemap index. This makes the shader forward compatible with future change to linear colour space. I wonder if this also resolves the original problem with some of those older integrated GPUs.

The streamer confirmed using integrated graphics, even if he was unable to determine the exact GPU.
Also, he's using 0.8.2, so the answer to your last question may be negative.
