Linux 116: Quest debugger not leading to local quest locations [RESOLVED]

I'm testing a classic quest (A0C00Y06) which uses local locations. I try to use the quest debugger to see where the locations are right away, but they do not show. I have to leave the city boundaries and come back, and then they begin to track. This is new to 116 I believe.
