Hello,
I experienced a bug while attempting to respond to the summons of the King of Worms. I was randomly attacked by a zombie, once I killed it I received a letter from the King of Worms, summoning me to his chambers. Upon entering his chambers, he would not speak to me at all.
Now, I am not sure if this part helps or not, but I will include it as it may be pertinent. I ended up accepting the quest from the princess of Wayrest, BEFORE she ever sent me a letter. Later, after completing that quest for her, (probably about a month of in game time) I received the letter she normally sends to summon you to get her quest to visit and deliver a letter to the King of Worms. I went back to her place, and she had no quest, (which of course I had already surmised). It was after this event, months of in game time, that I was jumped by the zombie with the summons from the King of Worms.
I am using some mods, however I cannot make any progress even without them.

The platform is: Windows
Attached is my save, I am saved standing next to the King of Worms.
As I am streaming this game, I would hope that this issue could be fixed, and the save repaired. If you know of any way that I could do that, I would be grateful. If not, I assume that I should be able to continue with everything except the Main Story Quest. Thank you for your time!

For extra information, these are the only letters I have in my inventory. One from Prince Lhotun, and one from Princess Morgiah.

I've isolated issue. This is a regression bug introduced since "mute npc" was implemented.
During first stage of quest while zombie letter is pending, a repeating action calls "mute npc" on the King of Worms.
When you receive the letter, the repeating action is shut down, but KoW remains "muted", and will not respond to your clicks.
I'll look at resolving issue and issuing a hotfix for you ASAP.

Hotfixed save is attached. The only change was to set "isMuted" to false on line 3940 of QuestData.txt. This clears the stuck mute and will allow you to proceed with quest.
I'll work on a permanent fix for this issue where "mute npc" flag is not properly lowered when unsetting a task.
Edit: Pushed fix to git now to prevent this problem in future builds. Patch will be included in February release. Please let me know if you have any issues with hotfixed save, or will need a different save patched to continue with your adventures.

Fixed SAVE65 attached. Same change of just lowering isMuted flag for quest NPC.
I tested travelling back to Scourg Barrow and was able to initiate next stage of Sx21 with King of Worms. Good luck!
