0.7.36: Ignoring invitation letters from Dark Brotherhood & Thieves' Guild results in joining them [RESOLVED]

If the player simply fails the initiation quests to these guilds after receiving the invitation letters, they will end up as members of the guild after. The guilds will show up on the map, the player can interact with npcs as a member, and they will be shown on the affiliations list.
I've included a zip with 4 saves, 2 just after receiving invitation letters, and 2 just after the timers for completing the initiation quests have expired.
