Issue here was that Pawn Shops and General Stores have ItemGroups.MagicItem in their loot tables, but the code populating store shelves had no handling for magic item creation. This caused it to fall through to common handling, resulting in a ruby assigned to to the wrong item group.
I've added magic item handling to store shelf stocking behaviour now. This won't fix current saves (just sell or discard the rubies) but future items will be generated OK.
