It's not a big deal but it's still an issue which may also appear with other quests: when you get the mummy's finger quest, you're first given instructions to find a random contact in a random town. In classic, the contact can be found even if he does not help the player, but in DFU, he does not appear in the "People" menu when asking town people.

Interkarma, your last fix regarding NPC place assignment fixed this issue as well, great work as always 
So your fix seems to apply not only to homes, but also to taverns as the "fake" contact from this quest is always located in such a building. This can be closed.
