I don't recall hearing about Generic Knightly Order in classic rumors so I assume this is to be omitted

You could also get odd rumors like this in classic from what I remember, as there is no filter on faction ids. But as I agree this is still an issue, I submitted a PR to remove some factions from rumor mill. No more Children at war with Oblivion or Random Ruler cutting a deal with Generic Knightly Order.
