0.10.7: Quest selection list is mismatched [RESOLVED]

For some reason, the quest the game chooses is two entries above what theJF chooses. This repeats several times.

My theory, based entirely on conjecture, is that it's caused by quests that cannot be offered; where you would previously get the message "I already gave that quest to somebody else". I'll attach a save file later.
