[0.10.24]NPC missing after duplicate house assignment

I arrive at the settlement in the region Kairou, which is very small.

I enter the tavern and talk to people. Get offered a new quest: K0C00Y04 "Two Cowards" which tells me to talk to someone in the Buckinghart Residence.

So now I have two quests in the Buckinghart Residence. I enter and only the "Two Cowards" NPC is there. I finish the quest and now I can't make the NPC for K0C00Y07 appear.

There is a normal NPC in the house. When asked:
