It seems like one of the holy grails of Daggerfall that no one talks about is the dungeon editor. Just about everyone will say yes of course, outside of a new engine to replace the XnGine (which we are very close to having) this would be the next in line on a Daggerfall wishlist.
So the question is 'How hard would such a thing be to create?'.
An editor would need to be able to build a dungeon in much the same way the originals were built and validate each dungeon as being complete with sections that actually connect to one another and quest areas are accessible etc.
