Yeah, since Allofich has been MIA for some time, I'm just going with it. If someone can come up with concrete evidence to the contrary (hint: they won't), the UESP pages can easily be again corrected as needed.

I'd like to point out that, even if Willpower seems under used in "base Daggerfall", there's a cool mod:

Magicka Regeneration
viewtopic.php?f=12&t=1653

in which Willpower also linearly affects the speed of Magicka Regeneration.
Using this mod, Willpower definetely became a much more meaningful attribute ;) :)

My point is, DFU has the objective of matching classic Daggerfall game mechanics as close as possible, but if you're not happy with said mechanics, you can just use a mod to tailor the game experience more to your taste :D

Yes, although there are some things (like UI elements) that aren't easily modded just yet, DFU's modding potential is huge. A lot of the discussion around the usefulness of skills/attributes could be addressed this way!
