A build I am playing has zero magic capability in any innate way in fact how I have the disadvantages setup he will never have any magic. I can still raise my magic skills through use of enchanted items. I understand why this was likely done as it is easier to use a skill modifier for an item then have a bunch of random items with preset results. My question to the community is do you think that is a good system? How would you change it if you don't think it is a good system? I think it was the same in classic but never really used magical items much that I can recall anyway.
