Letters of credit

When do merchants decide to issue a letter of credit? I had it happen at 5k and just happened at 12k so I am wondering if there is some baseline to when you get them.

When the gold they would give you is beyond your encumbrance limit ;)

That makes sense, so actually wise to be close to your encumbrance to skip having to get them from a bank.
