Yeah, that's what I mean, it's just the dependency of another package (rider). It's not the one I'm asking about.
What version of test framework do see in your package manager in editor UI (Window menu > Package Manager).
I don't know why rider would be trying to change min dependency though.

I don't have any solid ideas. If you clone the project fresh, does the issue continue? I swear that Unity sometimes gets its mind set on something thanks to some metadata in the project somewhere.
