created spell: Identify spell % chance?

created spell: Identify spell % chance?

Apologies if this has been addressed before, but I went to the spell maker and when I create an identify spell it seems there isn't an option to increase its % chance of working. When I look at the completed spell it says 1% and 1% per level of the caster to correctly identify the item, but there's no way to increase this in the spell maker.

Is this a bug?

Currently identification always works
