Does agility affect Spell hit chance?

Sorry about the bombardment of questions lately, but i have seriously forgotten stuff during my 1.5 year absence of Daggerfall. I read somewhere that agility affects hit chance with everything(melee,ranged and spells). I somehow do not remember this being the case. So what's the deal with Spell Hit chances?
